Project scope is to design a comprehensive solid waste and recycling convenience drop off site for the Scratch Gravel Solid Waste District at the Lewis and Clark County Landfill, 4075 Deal Lane, Helena, Montana. The project may include the following services from the selected firm: conceptual design and cost estimation, preliminary design, final design and construction documents, project schedule, technical specifications, and construction administration. Design elements should include a site assessment and planning, structural and civil design and operational efficiency and safety. Design should consider recommendations outlined in the Integrated Solid Waste Management Plan, such as providing a cost-effective, functional, safe, efficient, and environmentally sound design plan and should account for future population growth and incorporate phased-in options for a full-service convenience drop-off site to include municipal solid waste and recycling. Recycling should include cardboard, glass, plastics #1 and #2, aluminum, steel cans, paper, yard waste, Freon units, e-waste, used oil and antifreeze, lithium batteries, scrap metal, tires, mattresses, household (non-contractor) construction/demolition debris, and bulky waste.
