To protect and enhance the area’s resources, quality of life, and public health. To develop a foundational planning document that will set the stage for a viable, sustainable, and enjoyable recreation and trails system for both motorized and non-motorized users in the ADLC Open Lands. Prepare and develop an ADLC Open Lands Recreation and Trails Master Plan document deliverable for the county-owned Anaconda Uplands. The selected firm must demonstrate a working knowledge of trails planning, land use planning, CERCLA, and public outreach. The selected contractor shall work closely with ADLC and its Open Lands Plan Steering Committee to develop a draft and final document, to include but not limited periodic progress meetings to solicit feedback and coordination of efforts between contractor and ADLC. The final document will be presented to the ADLC commission for approval and adoption/implementation. The scope of the planning document shall include the following: Title: ADLC Open Lands Recreation and Trail Master Plan Document Goals and Objectives: To be determined by the ADLC Open Lands Steering Committee. Identify limiting factors and constraints on ADLC open land recreation and trail planning to include but not limited to: Superfund limitations (e.g. restrictions associated with high arsenic areas or other remedial actions) Open lands property institutional controls NRDP sideboards to comply with the Amendment to the Anaconda Uplands Restoration Plan. Wildlife habitat Other permitting or requirements Preliminary design (e.g. Master Plan) of recreational trails within the ADLC open lands. Anticipated to include preliminary trail alignments, usage designation, trailheads, typical wayfinding, typical design specifications, etc. Describe a process for project selection to include screening criteria. It is anticipated the document would describe a project selection process where projects are developed and selected by the ADLC Open Lands Steering Committee (with oversight provided by the ADLC Commission) followed by recommendation to NRDP for funding. Describe a process how projects are implemented and executed once selected. Including development of detailed design, trail layout, contracting, volunteer organizing, and project management. Project financing approaches. Describe potential funding resources (other than NRDP dollars), partnering opportunities, other federal, state and local funding/granting sources, cost estimation and volunteer utilization. Community outreach and engagement process. To facilitate solicitation of community feedback, buy-in, and transparency for projects. Clearly define the geographical area of interest and scope of the ADLC open lands recreation and trails (county-owned uplands). Provide ADLC with construction cost estimation for implementation of the preliminary designs developed in the ADLC Open Lands Recreation and Trail Master Plan. Work closely with ADLC and ADLC’s Open Lands Plan Steering Committee in ground truthing, determining feasibility and compatibility of the conceptual planning presented in the ADLC Open Lands Plan. It is anticipated ADLC or it’s steering committee will provide the majority of onsite data collection, inspection, ground truthing, conceptual layout, etc. with advisement from the selected contractor. It is ADLC’s expectation the contractor will participate in field activities with ADLC to the extent it is familiar and aligned with ADLC’s project vision, but that the heavy lifting of detailed field activities be completed by ADLC and ADLC’s Open Lands Plan Steering Committee.
