The State of Montana, Department of Public Health and Human Services, Behavioral Health and Developmental Disabilities Division, hereafter referred to as “the Department,” is requesting information regarding youth residential mental health providers’ interest – including those that would consider locating to Montana – in contracting with the Department to provide residential and/or Home Support Services (HSS) under a “No Eject, No Reject” policy. The term ‘residential’ in this document refers to Therapeutic Group Homes (TGH) and Psychiatric Residential Treatment Facilities (PRTF). Additionally, the Department seeks information and innovative ideas on other potential policies to ensure younger children and youth with complex, high-acuity needs are served in Montana. State-implemented No Eject, No Reject (NENR) policies in other areas of the country require youth-serving residential providers to admit any child with high acuity needs and/or requested by a state agency who meets eligibility criteria for the service and to avoid premature discharge. Providers with a compelling reason to deny admission or halt services must request permission from the department with which it contracts to eject or reject the youth. These requests are reviewed by the appropriate department or other contracted clinical team that collaborates with the provider to identify alternative interventions to support the youth’s stay. If the clinical team denies the request, the provider then commits to admitting or continuing to treat the youth, depending on the situation. This Request for Information (RFI) is being sought strictly for the purpose of gaining knowledge of interest and capacity of organizations to provide this service and should not be construed as intent, commitment, or promise to acquire services, supplies, or solutions offered. All interested parties are invited to submit a response to this RFI.
