The County will contract with the selected respondent to assist in developing draft documents and data for compliance with the DEQ MPDES MS4 General Permit for the next five-year iteration (2027-2032) to consist of the following: 1. A draft boundary map of the urbanized area within Lewis and Clark County, outside of the incorporated cities, that will be subject to the 2027-2032 MPDES MS4 General Permit; 2. A draft NOI permit application and supporting application materials; 3. Mapping of stormwater components within, or impacted by, the urbanized area. The mapping shall include, at a minimum, waterways, outfall locations, inlets, subsurface conduits/pipes, dry wells, stormwater retention basis, flood mitigation and stormwater discrete conveyances, structures, and features. A GIS/mapping interface capable of both reading a geodatabase map image and feature layers; 4. A draft SWMP and plan to support and implement the six Minimum Control Measures (MCMs) required under federal and state law: a. Public Education and Outreach; b. Public Involvement and Participation; c. Illicit Discharge Detection and Elimination; d. Construction Site Storm Water Management; e. Post-Construction Site Storm Water Management; and f. Pollution Prevention and Good Housekeeping.
