Montana State University Procurement & Contract Services is considering a request from MSU Spectrum Lab to award a Sole Source contract to SkySentry LLC for a TEA 100M3, Desert Star Helikite. The determination of this Sole Source purchase is based on the following requirements: -TEA 100M3, Desert Star Helikite (100M3) with shipping & storage case, spare helium envelope, FAA GPS cutdown, 8.5’ x 26’ trailer modified for helium storage, aerostat mooring pedestals, toolboxes, winch with 1,000-pound pull & 100 FPM speed, Handling Line winch with anchor pulley, 14 filled helium cylinders, 240V generator for winch. -Dyneema ¼” or 6mm diameter, 0.016 pound/foot lifted weight, 7,700 pounds minimum breaking strength, 1,000 feet. -Tether, 1,000 feet, polyester covered, four fiber-optic, 8,000-pound strength minimum. -We require a tethered balloon with a 50 lb. payload that is operationally stable at the altitude and climate around Bozeman. -We require a tether with internal fiber optic lines on a powered winch with the required load capacity to handle the max specified wind speeds of the craft.
