This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
RFQ-BFSU-25-027 is issued as a request for quotation (RFQ) for Medical Gas Services at the Blackfeet Service Unit (BFSU) in Browning, Montana. This procurement is being conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 12, Commercial Items in conjunction with FAR Part 13, Simplified Acquisition Procedures, and FAR 37.101, Non-Personal Services Contract.

PERIOD OF PERFORMANCE/DELIVERY DATE
Performance of this contract shall be for twelve (12) months from ________, through _______, (to be completed by the Government at time of award) with four (4) 12-month options.
If the Government exercises the options pursuant to Federal Acquisition Regulation (FAR) 52.217-9, Option to

Quote Format
Quoters should submit three (3) volumes, a technical, past performance and price volume, each clearly marked. At a minimum they should include the following information:
Volume I - Technical
The offeror should address the following in their response to the technical capabilities:
Shall have specialized knowledge and experience, ASSE certified and adhere to relevant codes and regulations to guarantee patient safety.
Describe experience in the following systems; Medical bulk & gas manifold systems,
medical air & medical vacuum systems, flow meters; regulators/conserving devices, oximeters, disposable medical supplies.
Volume II - Past Performance
Offerors must demonstrate their record of successful performance in past contracts and/or jobs that are similar in scope and size of this request. The Government is seeking to determine whether the Offeror has the experience that will enhance its technical capability to perform the tasks described in the statement of work.
Healthcare Experience - Describe the company’s experience & qualifications in healthcare; provide names of healthcare facilities that your company services in our region.
Volume III – Price
Offerors must submit a completed price schedule or price proposal that demonstrates a unit price and a total amount for each line item listed. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
A completed pricing schedule as identified in section B of this RFQ, with per unit pricing and a total quoted price.

DUE DATE: Quotes are due by September 5, 2025 no later than 12:00PM MDT. Quotes shall be sent via email to Teri.Kittson@ihs.gov and shall contain the information required by the solicitation.

Addenda - Evaluation
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i). Technical Capabilities. The contractor will be evaluated based upon the capabilities of the contractor as they relate to this requirement, as well as their experience level to projects similar in size and scope to this requirement. The contractor will also be evaluated based upon their understanding of this project.
(ii). Past Performance. The contractor will be evaluated based upon their key personnel and qualifications and experience of their key personnel. At a minimum, key personnel must meet the requirements as identified in the statement of work.
(iii). Price. Price will be evaluated for price reasonableness.
All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.
Contractors will be evaluated on their technical capabilities, past performance and price, as outlined above.
Best Value-Trade Offs: The Government reserves the right to make an award to other than the low priced quoter if another superior technical submission, or a submission indicating a reduced performance risk, warrants paying a premium. As non-price factors are evaluated closer to one another between quotes, price will become more significant. Furthermore, the Government reserves the right to award no order at all, depending on the quality of the quotes, the availability of funding and the continued existence of the requirement.
