1. Perform architectural services, such as project design and project management 2. Prepare the construction bid package in conformance with applicable CDBG requirements and supervise the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitation, conducting the bid opening, and issuing the Notice of Award and Notice to Proceed. 3. Coordinate with local permitting authorities and submit building permit applications to the authorizing jurisdiction. 4. Conduct the pre-construction conference. 5. Conduct regularly scheduled progress meetings with owner’s representative(s) and contractor(s) 6. Inspect construction work and prepare field and inspection reports. 7. Review and approve all contractor submittals, requests for change orders and request for payment and submittal of approved requests to the owner’s representative(s). 8. Review and certify all contractor final punch list inspection and issuance of Certificate(s) of Substantial Completion. 9. Provide a reproducible plan drawing upon project completion 8 10. Submit certified “as-built” drawings to the appropriate federal or state agency. 11. Conduct final inspection. 12. Hold public meetings/hearings, as applicable. 13.
