Specifications include, but are not limited to: Phase I: Build location, roads, dikes and pits. Mobilize rig and associated equipment. Estimated Completion Time - 30 days from the start of the project. - Set any conductor pipe or weld suitable casing stub to existing casing and/or make useable by welding or adding piping and valves. - Build adequate work pad for service rig. Either dig earthen working pits or use steel tanks. - Build any roads or accesses necessary to access the location safely. - Control any hydrocarbon and water flows to prevent contamination of surface waters. Phase II: Control and Plug Well to Specifications. Estimated Completion Time-60 days from the start of the project. - Remove any pipe or obstructions to an adequate depth to set first cement plug. Control any flows of water or hydrocarbons in the process. - Pump cement plugs and/or use mechanical plugs and tag plugs if necessary. Phase III: Recycle equipment, restore pits, and waste disposal. Estimated Completion Time - 90 days from the start of the project. - Remove all scrap iron, oil storage tanks, heater treaters, and debris for proper disposal in a recycling facility or county or other certified landfill - Backfill and level the pit in a manner approved by the Montana Board of Oil and Gas Conservation's Petroleum Engineer or the Board's inspector Phase IV: Restore surface and re-seed locations Estimated Completion Date -- 180 days from the start of the project. - Level and contour all disturbed areas - Re-seed all disturbed areas with native species of vegetation approved by the County Soil Conservation District. - NOTE: Surface reclamation procedures shall reflect site specific conditions. The nature and extent of contamination affecting the soil, vegetation, surface water, or groundwater resource shall be identified. Where conditions dictate, this characterization shall include soil and/or water chemical analysis. The Project Sponsor shall use this information to select the reclamation procedures best suited for mitigation of the contamination source(s).
