This Sources Sought notice is issued to identify potential vendors capable of providing logistical assets and designated land use in and around Polebridge, Montana, to support training, evaluation, and certification of winter operational capabilities.

This Cold Weather Training is inherently terrain-dependent and demands integrated logistical infrastructure to ensure continuity. The training area offers temperatures and snowpacks that are equal to or more extreme than sub arctic environments. The designated training area will feature dismounted ski movement lanes, mounted snowmobile maneuver corridors, extended over-snow mobility routes, and winter sustainment operations in remote backcountry environments. All training events must take place on contiguous, ungroomed, snow-covered terrain with consistent elevation variation and remote access points that authentically replicate real-world operational conditions.
The training location must incorporate multiple designated sites to fully meet operational requirements. One site will serve as storage for snowmobiles, trailers, and instructor lodging. A separate facility must accommodate at least 22 support personnel. A dedicated logistics site will provide bulk storage for fuel, spare tents, generators, heaters, MREs, and other essential supplies, as well as serve as the hub for resupply runs to the training camp. Another site must house a minimum of 50 students. Finally, an area of sufficient size must be established to accommodate a training camp to be erected to support both students and instructors to live and train on-site Monday through Thursday, thereby maximizing training efficiency and continuity.
The sites must be located in close proximity to one another to minimize unnecessary winter travel risks and to enable efficient transitions between classroom instruction and field execution--maximizing training time, minimizing transportation hazards, and conserving fuel and sustainment resources. These purpose‑built environments integrate training ranges, maneuver corridors, and support facilities, all specifically designed to replicate operational conditions. This configuration ensures personnel can immediately apply classroom instruction in realistic field scenarios, maintaining continuity and authenticity in training outcomes.
All necessary permits and land access approvals for sites in and around Polebridge, Montana must be secured no later than 25 December 2025. Land access requirements include authorization for use of an airstrip, designated trailheads, and coordination with private landowners to establish training lanes.
