Summary of Specifications:
Through this Request for Qualifications (RFQ), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth in this document to submit a Response to provide services related to the development of a Safety Management System (SMS) Manual and program for Detroit Metropolitan Wayne County Airport (Airport). Detroit Metropolitan Wayne County Airport (DTW) is a large hub commercial airport located in southeastern Michigan and is one of 26 airports selected by the Federal Aviation Administration (FAA), Office of Airport Safety and Standards (AAS) to participate in a pilot study. This FAA pilot program will evaluate the implementation of Safety Management Systems (SMSs) and allow airports and the FAA to gain experience establishing airport specific SMS that are tailored for the individual airport. The study resulting from this pilot program will provide FAA information on SMS best practices and lessons learned that will be helpful as FAA considers development of a Notice of Proposed Rulemaking to incorporate SMS into 14 C.F.R. Part 139, Certification of Airports. As an Airport Operator that is participating in the pilot study, DTW and the Respondent will be responsible for developing and documenting its SMS programs in an internal Safety Program Manual (SPM), as outlined in this RFQ. The SPM will ensure safety policies developed by top management are clearly communicated to the entire organization. Safety promotion activities will take place to instill or reinforce a safety culture throughout the organization. The importance of developing an SPM is to define where 14 CFR Part 139 and associated FAA guidance material do or do not include all of the requirements of SMS. In other words, the SPM should identify “gaps” between the Airport Certification Program and the SMS being developed for the airport. In the future, the Airport Certification Manual (ACM) may be updated to fill these gaps and meet the intent of SMS.
