Summary of Specifications:
INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites law firms that meet the qualifications set forth herein to submit proposals to provide environmental counsel and other related legal services to the Airport Authority in connection with air, water and land concerns related to the Airport Authority‘s operation and management of the Detroit Metro and Willow Run Airports. GENERAL INFORMATION: The Airport Authority has operational jurisdiction of the Detroit Metropolitan Wayne County Airport and Willow Run Airport (Airports), pursuant to the provisions of the Michigan Aeronautics Code, as amended, being MCL 259.108-259.125c, as fully approved by the Federal Aviation Administration. The Airport Authority requires, and will require from time to time in the future, qualified law firms to act as environmental counsel for the Airport Authority in connection with air, water and land concerns related to the Airport Authority‘s operation and management of the Airports and other related activities. The Proposer(s) deemed technically qualified may perform the required legal services under the terms of a single legal services contract with the Airport Authority, or may be placed on a list of law firms or sole practitioners pre-qualified to represent the Airport Authority on these types of matters on an as-needed basis in which case the Airport Authority would contract with the pre-qualified firms or individuals as lawsuits and other matters arise. A successful Proposer (Contractor) will perform these legal services in coordination and consultation with the Airport Authority’s General Counsel and Environmental Administrator. Because of the indefinite nature of the work, the actual contract amount for each Contractor selected cannot be determined at this time. The successful proposer(s) will advise and represent the Airport Authority on air, water and solid and hazardous waste permitting matters and be well-versed in federal and state laws regulating the discharge of pollutants. The proposer will have experience in matters involving wetlands (permits, mitigation and litigation), as well as, experience in municipal law, eminent domain, and real estate transactions, as they relate to applicable environmental laws. Equally beneficial would be experience in environmental mitigation measures in project planning to evaluate for the potential to impact on property owners, right-of-way acquisition, endangered species, air quality, surface and ground water, lakes and streams, wetlands, land uses (indirect and cumulative), contaminated sites, and noise levels, as required by the various federal, state and local laws, rules and regulations. The successful proposer will assist the Airport Authority with interaction and/or effectuating input with the following legislative authorities: a)Michigan Department of Environmental Quality (MDEQ); b)Michigan Department of Natural Resources (MDNR); and c)U.S. Environmental Protection Agency (USEPA).
