Summary of Specifications:
INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit proposals to manage, operate, maintain, and provide customer services for the Parking Facilities at the Detroit Metropolitan Wayne County Airport (Airport).
GENERAL INFORMATION: The Airport Authority intends to select a business to manage and operate the Parking Facilities including but not limited to staffing, training, customer services, revenue control level 1 services (credit card/ticket jams, reload parking tickets and receipts, reset parking lane equipment, etc.) and any all other activities associated with the management of a paid public parking facility as authorized by the Airport Authority.
In 2009, approximately 30 million passengers passed through the Airport, which serves as a major air carrier hub for southeastern Michigan and provides air service for the Metropolitan Detroit area, the state of Michigan, Windsor, Ontario and northern Ohio. The Parking Facilities at the Airport are an integral part of the overall Airport operations and is the second largest non-airline revenue source to the Airport Authority.
The Airport Authority provides approximately 19,469 public parking spaces on Airport property and is equipped with a Parking Access and Revenue Control System that utilizes magnetic stripe read/credit card in/out technology and on-line reporting capability.
The parking enterprise at the Airport includes a number of Parking Facilities located throughout the Airport and valet service. The successful Proposer (Operator) will manage, operate, maintain, and provide customer services. The Airport Authority Technology Services Division (Technology Services) is responsible for providing and managing all Airport Authority technology systems, including technology systems for the Parking Facilities. Accordingly, Technology Services manages the Parking Access Revenue Control System to ensure high availability, accuracy and ongoing compliance with PCI DSS and other industry standards and best practices. The Operator is expected to work with Technology Services throughout the term of the contract to ensure Parking Facilities technology system needs are effectively met. The acquisition and cost of all technology related services, materials, labor and contracts associated with the management of the Parking Facilities will be handled by Technology Services under the direction of the Vice President of the Technology Services.
Additionally, Proposers are advised that this Management Services Agreement falls within the scope of 49 CFR Part 23, Airport Concession Disadvantaged Business Enterprise (ACDBE). The Airport Authority’s goal for this contract is twenty-four percent (24%). See Section 7 of this RFP for more specific information on the Airport Authority’s ACDBE program and submittal requirements for this solicitation.
