Summary of Specifications:
1) INTRODUCTION: Through this Request for Bids (RFB), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit Bids for subsurface structure and utility locating services for the Airport Authority. These services on occasions may be requested under emergency on-call conditions. Locating and marking services are required for the purpose of safeguarding the Airport Authority’s subsurface infrastructure from damage. The Contractor must be able to provide ground penetrating radar, radio reading, staking and management of requested tickets.
2) GENERAL INFORMATION: The Wayne County Airport Authority (“Authority”) was established pursuant to the Public Airport Authority Act, being MCLA 259.108 – 259.125 (2002 P.A. 90). The Authority has operational jurisdiction of Detroit Metropolitan Wayne County Airport and Willow Run Airport including the authority to plan, promote, extend, maintain, acquire, purchase, construct, improve, repair, enlarge, and operate both Airports.
Locating and marking services are required for the purpose of safeguarding the Airport Authority’s subsurface infrastructure from damage during construction. Depending on the location where these services have been required in the past, the Airport Authority has utilized the services of internal staff and/or Miss Dig. The Successful respondent shall provide all labor, materials, equipment and services necessary to provide services in accordance with the scope of work and in accordance with the Code of Federal Regulations (CRF 49) 192.614, the State of Michigan Protection of Underground Facilities Act 53 of 1974, and The National Utility Locating Contractors Association (NULCA) standards.
Services are needed at the Detroit Metropolitan Airport (Detroit Metro) and Willow Run Airport (Willow Run), both on the Airfield as well as Landside, and the Glycol Force Main system within Detroit Metro Airport and the Cities of Romulus and Wayne. The Glycol force main system consists of approximately 6.5 miles of 12-inch pipe that commences at a pump station near pond 3W and terminates at a sanitary sewer connection on the west side of Venoy Road, south of Michigan Avenue in the City of Wayne as shown on the attached sketch. Approximately 1.5 miles of the force main system is located on Airport property and consists primarily of high-density polyethylene (HDPE) pipe. The remaining 5 miles is located off-airport property and consists of a combination of HDPE and ductile iron pipe placed at a depth of between 6 ft and 25 ft below the surface. Locating wire is installed with the HDPE pipe in this system.
