Summary of Specifications:
INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites attorneys or law firms that meet the qualifications set forth herein to submit proposals to provide legal services to enforce violations of the Wayne County Airport Authority’s Airport Ordinance (Airport Ordinance) [See Attachment A] on an as-needed basis.
GENERAL INFORMATION: The Wayne County Airport Authority has operational jurisdiction of the Detroit Metropolitan Wayne County Airport, Willow Run Airport and Crosswinds Marsh, pursuant to the provisions of the Michigan Aeronautics Code, as amended, specifically the Public Airport Authority Act (2002 P.A. 90), being MCL 259.108-259.125c, and as fully approved by the Federal Aviation Administration. The Airport Authority has its own police department with full police powers and enforces the Airport Ordinance. The Airport Ordinance permits the Airport Police to issue citations, arrest, book, and hold persons who violate the Airport Ordinance, and participate in the prosecution of such offenders, when such actions and conditions dictate. Violation offenses can include civil and criminal misdemeanors as well as civil traffic, moving and parking violations. The Airport Authority seeks qualified attorneys and/or law firms to represent its interests in the prosecution of Airport Ordinance violations that occur within the jurisdictional operation areas of the Wayne County Airport Authority. Representation of the Airport Authority is in the 34th District Court, Romulus, Michigan.
The Airport Authority annual expenditures for these services for since October 2008 are as follows:
October 2007 – September 2008: $21,000.00 October 2008 – September 2009: $11,400.00 October 2009 – June 2010: $28,000
