Summary of Specifications:
INTRODUCTION: Through this Request for Proposals (RFP), the Authority hereby invites law firms that meet the qualifications set forth herein to submit proposals to represent the Authority in the defense of general liability/governmental injury litigation. This representation would include, but not be limited to, legal analyses and advice on procedural, evidentiary and jurisdictional matters relating to airport general liability injury litigation against the Authority.
GENERAL INFORMATION: The Authority has operational jurisdiction of the Detroit Metropolitan Wayne County Airport (Airport) and Willow Run Airport, pursuant to the provisions of the Michigan Aeronautics Code, as amended, being the Public Airport Authority Act, MCL 259.108-259.125c, as fully approved by the Federal Aviation Administration. The purpose of this RFP is to solicit qualified law firms or sole practitioners to represent and advise the Authority on matters involving general liability issues and governmental injury litigation affecting the Airports. The scope of work does not include environmental law, government law, federal regulatory matters, personnel issues, workers' compensation or labor relations, except as those issues arise in injury claims against the Authority. The Proposer(s) deemed technically qualified may perform the required legal services under the terms of a single legal services contract with the Authority, or may be placed on a list of law firms or sole practitioners pre-qualified to deliver services to the Authority on governmental injury matters on an as-needed basis in which case the Authority would contract with the pre-qualified firms or individuals as lawsuits and other matters arise. A successful Proposer (Contractor) will perform these legal services in coordination and consultation with the Authority’s General Counsel and Risk Manager. Because of the indefinite nature of the work, the actual contract amount for each Contractor selected cannot be determined at this time.
