Summary of Specifications:
INTRODUCTION: Through this Request for Bids (RFB), the Wayne County Airport Authority (Authority) hereby invites businesses that meet the qualifications set forth herein to submit bids to provide cross control inspection and management for the Wayne County Airport Authority (Airport Authority), which includes Detroit Metropolitan Airport (Metro) & Willow Run Airport (Willow Run). The Successful Bidder (Contractor) will provide cross connection inspection and management services to identify any potential hazards affecting the potable water system as required by the appropriate Cross Connection Control Manual issued by the Michigan Department of Natural Resources and Environmental While repair recommendations are a requirement, actual repair work is not part of this contract, and is intended to be handled separately. A cross-connection is a connection between two otherwise separate piping systems, one containing potable water and the other water which may be contaminated. The Detroit Metropolitan & Willow Run Airports include over 250 structures on approximately 8,000 acres. Detroit Metro Airport’s water system had previously been owned and maintained by the City of Romulus. In 2002, ownership of the water system was transferred to the Authority, and the Authority has been performing necessary inspections/repairs since that time. Due to the age range of the facilities at Detroit Metropolitan & Willow Run Airports the condition of the water system varies. The Airport Authority currently has a partially documented inventory; however, the Contractor will be required to provide updates as necessary. Both Metro and Willow Run Airports are 24 hour operations. Each cross connection will require a minimum of an annual inspection, but may be performed more frequently if determined by the Airport Authority. The Contractor will be required to schedule and perform inspections and related services at the convenience of the Airport Authority and its tenants. Services will be performed on a 24 hour, seven (7) day per week basis, including holidays. Any equipment required to perform the essential components of this contract must be provided by the Contractor and will not be purchased, rented or obtained at any additional expense to the Airport Authority.
