Summary of Specifications:
INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit proposals to perform required bridge/structure inspections, as required by the U.S. Department of Transportation, Federal Highway Administration (FHWA), Title 23 Code of Federal Regulations (CFR) Part 650, as administered by the Michigan Department of Transportation (MDOT) through the Michigan Bridge Inspection System (MBIS). Additionally, the Airport Authority may require professional engineering services related to the Airport Authority’s bridges located at the Detroit Metropolitan Wayne County Airport (Airport). These services may include design of any structural repairs or bridge rehabilitation; design of any new structures; and/or design of bridge approach roadway improvements identified during the bridge safety inspections.
GENERAL INFORMATION: The inspection of the twenty-three (23) bridges at the Airport has been managed by the Wayne County Airport Authority since 2006. Refer to the Attachments for the list of bridges/structures and available documentation for additional information. Please note that Structures #12529 and #12531 were removed as part of the North Terminal Reconstruction Project in 2009 and have since been deleted from the MBIS database; and that Structure #13365 is a fracture-critical structure, which is on a yearly inspection cycle due to the presence of cracks found in the structural steel.
