Summary of Specifications:
INTRODUCTION & GENERAL INFORMATION: Through this Request for Qualifications, the Wayne County Airport Authority (Airport Authority) is seeking Respondents who are qualified to provide a full range of planning, engineering, construction administration/oversight and related services related to refurbishment/replacement of steam plant equipment at Detroit Metropolitan Wayne County Airport.
The boilers in the North Powerhouse Building 611 are beyond their useful life, over-sized for existing and projected loads, unreliable and inefficient. These boilers provide steam for heating the L. C. Smith Building, North Terminal and Blue Parking Deck. Two (2) of the four (4) boilers, built in 1990, have failed tubes and/or controls and are inoperative. The other two (2) boilers, built in 1971, are functioning but are increasingly unreliable. The oxygen sensors used to control the fuel-air mixture to the boilers for emissions control and efficiency are inoperable, as are the stack opacity monitors. The Condensate and Deaerating Tanks and associated pumps, installed in 1990, are beyond their useful life and are over-sized for existing and projected loads. The fuel oil system is original to the Powerhouse and has not been operated in several years. The four (4) underground fuel oil storage tanks installed in 1965 and 1970 are beyond their useful life. These tanks are over-sized for projected loads.
This project scope is for architecture and engineering professional services to provide design specifications, drawings, construction cost estimates and schedule to prepare a separate Request for Bids (RFB) to renovate the North Powerhouse steam plant. The successful Respondent will provide engineering support and construction administration services throughout the subsequent solicitation and construction phases as the Designer and Architect/Engineer of Record.
