Summary of Specifications:
RFP SPECIFICATIONS FOR ROAD CHLORIDE APPLICATION IN TYRONE TOWNSHIP, LIVINGSTON COUNTY, MICHIGAN
A. DESCRIPTION OF SERVICE Apply Chloride on all local gravel roads within Tyrone Township. There will be 2 application dates for the year contract weather permitting, in which the Contractor shall supply labor, chloride and/or brine at minimum 20%, and materials necessary to fulfill the above duties and responsibilities including all required traffic control personnel or signs required by Livingston County Road Commission. The dates will be set forth by the township board in conjunction with the Road Commission.
C. INSURANCE 1. The Contractor shall purchase and keep in effect during the terms of this agreement the following types of insurance at least in the following amounts: a. Comprehensive General Liability Insurance on an occurrence basis with bodily injury limits of $1,000,000 for each occurrence and for each person, and minimum Property Damage Liability Insurance with a limit of $1,000,000 for each occurrence. b. Comprehensive Automobile Liability Insurance with minimum limit for bodily injury of $1,000,000 for each occurrence and $1,000,000 for each person, and minimum Property Damage Insurance with a limit of $1,000,000 for each occurrence. c. Workers Compensation Insurance as required by the laws of the State of Michigan. d. A proof of insurance certificate must be delivered to Tyrone Township Clerk’s office prior to the start of an awarded contract naming Livingston County Road Commission and Tyrone Township as additional insured’s.
D. NONDISCRIMINATION 1. The Contractor shall not discriminate against a person to be served under this agreement because of race, color, religion, national origin, age, sex, handicap, height, weight, marital status, political affiliation or beliefs, or citizenship. 2. The Contractor shall adhere to all federal, state, and local laws, ordinances, rules and regulations prohibiting discrimination with regard to person seeking employment. The Contractor shall not discriminate against an employee or applicant for employment with respect to hiring, tenure, terms, conditions, or employment because of race, color, religion, national origin, age, sex, handicap, height, weight, marital status, political affiliation or beliefs, or citizenship. 3. Breach of the covenants set forth in this section shall be regarded as a material breach of this agreement.
E. PUBLIC ACT 517 COMPLIANCE
1. MCL 129.311 requires that a person submitting a bid on a RFP is required to certify that the business is not an Iran-backed business.
F. BID PROCEDURE 1. Bids, marked “Road Chloride in Tyrone Township”, must be submitted to the Township Clerk on or before 4:00 pm on March 19, 2014. A final decision regarding the above bid will be made by the Tyrone Township Board on March 25, 2014. 2. All applicants must be 18 years of age or older. Bids are solicited only from responsible bidders with experience and regularly engaged in work of similar character and scope of that covered in the specifications. Satisfactory evidence, that the bidders have the necessary insurance, equipment, and personnel to do the work, will be required. Additionally the bidder must certify that they are not an Iran back organization. References are requested. 3. Bids are to reflect a cost per gallon of chloride. 4. The Clerk of the Township and the Contractor shall sign a Tyrone Township Board approved contract agreement. 5. Payment will be made within 20 days upon the completion of each awarded area and after receipt of a detailed invoice. 6. The Township reserves the right to reject any or all bids should it be deemed in the Township’s best interest to do so. The township may decide to add or decrease the amount of annual applications or number of gallons per mile as identified of this RFP. 7. Submittals a. The bidder will submit his fees and time estimate for each section identified in section A. b. Company information outlining the qualifications of the bidding company. c. References for similar services performed. d. A copy of his certificate of insurance. e. A certification complying with PUBLIC ACT 517. f.
