I. INVITATION TO BID
The Springfield Township Civic Center is soliciting sealed bids from qualified mechanical contractors for the replacement of two rooftop HVAC units serving the Civic Center located at 12000 Davisburg Road, Davisburg MI 48350. The project includes removal of two existing RTUs and installation of new high-efficiency units with updated controls, economizers, and zone communication integration.
II. PROJECT OVERVIEW
Location: Springfield Township Civic Center
Scope of Work Includes:
Removal and disposal of two existing rooftop HVAC units:
AAON Model RF-090-3-EO, 90 Ton
Airwise TBA-15000/HV, 1,500 MBH
Furnishing and installing two new packaged rooftop units with:
Matching or greater capacity
Integrated economizers
MERV 11 filter compatibility
All necessary rigging, crane services, electrical, gas piping, duct connections, and curb modifications
Testing, balancing, startup, commissioning, and owner training
III. EQUIPMENT SPECIFICATIONS
Unit 1:
Existing: AAON RF-090-3-EO, 90 Ton
Replacement Requirements:
≥ 90 Ton capacity
Packaged RTU, electric cooling/gas heat
Factory-installed economizer
MERV 11 filter compatibility
Adaptable to existing curb or include new curb with flashing
RTU Controls: Unit Manufacturer Controls must be BACnet IP
Coordinate equipment commissioning with TCC
Unit 2:
Existing: Airwise TBA-15000/HV, 1,500 MBH
Replacement Requirements:
≥ 1,500 MBH heating output
Gas-fired RTU
Factory-installed economizer
MERV 11 filter compatibility
RTU Controls: Unit Manufacturer Controls must be BACnet IP
Coordinate equipment commissioning with TCC
Approved Manufacturers: AAON, Daikin, Trane, Carrier, or approved equal.
IV. TEMPERTURE CONTROLS
Existing BAS/BMS is Continuum. All new Temperature Controls (TC) shall be Schneider Electric’s EcoStruxure Building Operations (EBO) by TCC (MCMI, Sterling Heights.)
Temperature Controls Contactor shall bid directly to the owner.
Temperature Controls Contractor shall fully integrated RTU Controls with the existing BAS/BMS and to Springfield Township standards.

V. BID SUBMISSION REQUIREMENTS
Each sealed bid must include:
Completed Bid Form (attached)
Detailed Cost Breakdown, clearly itemizing:
Equipment (RTUs with economizers and MERV 11 filter capability)
Labor
Crane/lift rental
Electrical, gas, and ductwork connections
New or modified roof curb(s)
Zone communication system integration
Permit fees and inspection coordination
Estimated Schedule: from award through commissioning
Qualifications: Contractor license, project team experience, and 3 relevant references
Warranty Terms
Proof of Insurance (requirements enclosed)
Non-Collusion Affidavit

VI. BID DELIVERY

VIII. SELECTION CRITERIA
The Township will evaluate bids based on the following:
Total cost and completeness
Compliance with RTU, economizer, and filter specifications
Quality and experience of contractor
Integration plan for controls and zone communication
Warranty and proposed timeline
References and project approach
The award will be made to the lowest responsive and responsible bidder.
IX. PROJECT TIMELINE
Bid Due Date: August 20, 2025
Expected Award Date: September 11th, 2025
Work Start: Within 10 business days of award
Substantial Completion: October 16th, 2025
