REQUEST FOR PROPOSALS

Notice is hereby given that Garden City will receive SEALED proposals at the Office of the Clerk/Treasurer, located at, 6000 Middlebelt Road, Garden City, Michigan 48135, on or before Wednesday, November 13, 2019 at 10:00 a.m. (EST) for the Residential Lot Home Construction.
Bids shall be submitted in an envelope marked — SEALED BID: "RESIDENTIAL LOT HOME CONSTRUCTION & STREET NAME OF LOT (John Hauk or Donnelly)".
Bids will be publicly opened and read on Wednesday, November 13, 2019, starting at 10:00 p.m. (EST).

Two (2) copies of the SEALED PROPOSALS shall be delivered or mailed to:

PURPOSE
The City of Garden City acquired two single family lots through the Wayne County Right-of-First Refusal. The City would like the construction of two new homes to be an asset to our already good and stable neighborhoods. Both lots are situated in established neighborhoods of well kept homes. The goal is to have two new homes with new families in place by the end of next summer (2020). The bidder can submit for one or both lots.

PURPOSE

The City would like the construction of two new homes to be an asset to our already good and stable neighborhoods. Both lots are situated in established neighborhoods of well kept homes. The goal is to have two new homes with new families in place by the end of next summer (2020). The bidder can submit for one or both lots.

CITY REQUIREMENTS
The City is seeking the highest quality home as possible. The minimum requirements are three bedrooms, two bathrooms, basement, garage, cement paved driveway, fully graded lot. Outside amenities to include sidewalks, porches, patios/decks and a minimum of two trees on the lot. No manufactured homes will be considered. The submittal will have to include a plot plan and the architectural renderings of the house included the façade and floorplan.

A pedestrian sidewalk will be required to be installed within the right-of-way and to meet City standards.

Proper lot drainage will be required with no sheet drainage on the lot to adjacent lots and proper drain tiles installed.

The final purchase agreement will be based upon approval of the Garden City City Council, after a duly noticed public hearing. The property will be conveyed via an approved resolution and adoption of an ordinance.

Part of the review will include the quality of construction materials. Builder grade plus should be noted on all plans for all finishes such as siding, windows and doors, etc.

The developer is responsible for any and all current and prior costs and assessments on the lot.

The City will charge a $1,000.00 processing fee for each transaction. This will be paid separately at the time of closing with a check made payable to the City of Garden City.

PROCESS
The proposal package is due on Wednesday, November 13, 2019 at 10:00 a.m. to the City Clerk Office. The sealed envelope must be clearly marked RFP for either Donnelly Street or John Hauk Street. The proposal will be reviewed for it's entirety. Any proposals missing documentation will be rejected.

If there are many proposals that stand out and are of similar size and quality then, a lottery will be done for the selection of the successful developer. The lottery will be done by the City Clerk. Each bidder will be notified at each step of the process and if they are being considered for selection. The lottery will be done via a drawing by the City Clerk.

OWNER OCCUPIED
The house must be sold to an owner occupant. In order to continue to strive for the stabilization of neighborhoods, the home should be sold to an owner occupant and not be listed for rental.

DEED TRANSFER
The City has a Quit Claim Deed and will only be transferring a Quit Claim Deed. The transfer of the deed will occur after a building permit is issued for the property. The developer will be responsible for the conversion to a Warranty Deed, if they so choose.

REVERTER
A permit shall be obtained within three months of a signed purchase agreement. If the house is not built within six months of the issuance of a building permit, the City will buy back the property at the cost of purchase. All other improvements up to and including the partial construction of structures will not be refunded.

PROOF OF FUNDS & BOND
The bids must accompany the proof of funds for the complete construction of the home. A $10,000 bond or certified check must accompany the proposal. After the review of the proposals and the selection of developers, the certified checks will be returned to the unsuccessful bidders. This will be held until the completion of the construction.

UTILITIES
The developer will be responsible for the any and all costs for connection of utilities.

LICENSE & EXPERIENCE
The ability to complete the construction is of utmost importance to the City. Proof of prior experience will be necessary as it will be a key determining factor in the selection of a successful bidder. Prior home construction should be noted, specifically the address of the homes constructed by the development company. References should be included with the contacts in each municipality and the home owners of the final product. The City will be checking all references. The developer must possess a current Michigan Builder's License and a copy of such license included in the submission.

LOT CONDITIONS
The City is not responsible for any prior lot conditions. The lot will be sold AS-IS. The City will not be responsible for any prior conditions found on the lot such as foundations, storage tanks, wells, etc...

LOT MAINTAINENCE
After the execution of all documents, but prior to the transfer of the title, the developer will be
responsible for the maintenance of the lot. This shall include but not limited to: mowing, debris, trees and snow removal.

SURVEY
A full survey and stake of the lot will be required prior to the issuance of a building permit. The developer will be responsible for the removal of any encroachments. The City does not have a survey for either lot.

SUBMITTAL REQUIREMENTSFailure to include any of the following could result in the package to not be considered

The house plans showing the front, side and rear elevations. The floorplan of the house showing all floors.

A dimensioned plot plan of the house on the lot.

Proof of funds (bank statements and/or construction mortgage approval)

$10,000.00 bond or certified check made payable to the City of Garden City

Letter of experience with references.

All proposals must be in a sealed envelope with the proposal title listed clearly on the envelope.

All proposals must be printed on 8"x10" paper

CLOSING
The closing will be held by TITLE ONE TITLE COMPANY, Livonia, Michigan. With the purchaser paying all closing costs.

DISCLAIMER
The City of Garden City reserves the right to retain all proposals submitted and to use any information in a proposal regardless of whether that proposal is selected. Submission of a proposal indicates your acceptance of the conditions contained in this RFP, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between you and the City of Garden City. The expenses incurred in preparing your proposal are your responsibility and there is no express or implied obligation on the part of the City to reimburse you for any expenses incurred in preparing your proposal in response to this RFP, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between you and the City.

The City reserves the right to accept any or all alternative proposals and award the contract to other than the lowest bidder, to waive any irregularities or informalities or both; to reject any or all proposals; and in general, to make the award of the contract in any manner deemed by the City of Garden City, in its sole discretion, to be in the best interest of the City. The proposals are submitted to the City and become the property of the City after submittal.
