The City is seeking proposals from qualified and experienced collection agencies to provide debt collection for parking tickets, miscellaneous receivables, accounts receivable, and other debits as described herein.

The City desires vendors with a minimum of five (5) years of experience in various collection agency services in public and private U.S. markets. The vendor must be able to demonstrate success through client references. In addition, the vendor must have a positive standing within the collection agency industry and the State of Michigan. The vendor will provide their BBB ratings & reviews. Respondents are to provide references to support successful collection services and best practices within the industry. Accreditation and current industry certifications is preferred.

The City intends for this Request for Proposal to result in a contract(s) for a period of one year, with the option to renew the contract for two additional one (1) year terms at the pricing/costs and proposal information contained herein. The City reserves the right to award multiple contracts for any services as it deems in its own best interests to do so.

The City requires submittal of a response either through uploading the complete response through the BidNet Direct solution, or by submittal of the complete response in hard-copy or digital media format (on flash drive or other media) to the address provided herein, by the submittal due date. In order to expedite and simplify proposal evaluation and to assure that each proposal receives the same orderly review all proposals should adhere to the format described below. A completed, signed copy of page 1 (acknowledging all information contained within the RFP) of this RFP document shall be submitted as part of the proposal response for both hard and electronic copies. The proposer name and/or initials shall be entered in the areas provided. Responses should contain the elements of information requested. Submission of a proposal shall be conclusive evidence that the Proposer has investigated and is satisfied as to the conditions to be encountered in performing the work.
