The CMHPSM is requesting proposals from respondents for substance use disorder prevention
and treatment programs/initiatives to be provided within one or more of the following counties:
Lenawee, Livingston, Monroe and Washtenaw. Awarded contracts would be for a two year duration. Identifying and understanding current and projected, substance use disorder related issues and trends in the CMHPSM region is vital for developing potential improvements and effecting change. Substanceuse disorders continue to be correlated with various individual, familial, and community issues. T
he counties within the CMHPSM region (Lenawee, Livingston, Monroe and Washtenaw) understand the importance of targeting needs and strategies to promote healthy communities and individual well-being. Critical to the chances for success in substance use disorder prevention or recovery-oriented treatment, is the implementation of evidence-based interventions targeted to multiple sectors within a community.
Strategic Initiative Definition
The CMHPSM utilizes Public Act 2 of 1986 (PA2) funding to assure funding of its core treatment and service providers during increased service frequency, emergency situations or during other high need periods. A separate distinct portion of the PA2 budget managed by the CMHPSM for Lenawee, Livingston, Monroe and Washtenaw counties is made available for special SUD initiatives.
The CMHPSM is defining Strategic Initiatives as any usage of PA2 funds requested by outside entities for SUD prevention or treatment service provision to facilitate positive outcomes and long term recovery. Services may fall within prevention (primary, secondary or tertiary), treatment, and/or recovery, and can address individuals within various stages of change (precontemplation, contemplation, preparation, action, and maintenance). Examples include community coalitions, collaborations, services, pilot projects, and continuation funding for existing programs with demonstrated outcomes.
The CMHPSM has identified the following programming priorities for funding. However, applicants may propose an alternative programming priority area by providing data within the Program Proposal Narrative Outline that demonstrates regional/community need for programming.
