Sealed proposals for Sewer Lining Program will be received by the City of Livonia, Michigan, as owner, until 2:00 p.m. on Tuesday, April 30, 2024.  At which time the bids will be recorded by the Purchasing Manager and the City Clerk.  Bid opening results will be conducted via Zoom and posted on the MITN website.  Physical bid submission will not be accepted.  Late Bids will not be considered.

A mandatory pre-bid meeting will be held on APRIL 17, 2024, at 10:00 a.m. at the LIVONIA Department of Public Works, 12973 Farmington Rd, Livonia, 48150. Bids will not be considered from firms not in attendance at the mandatory pre-bid meeting.

Instructions to bidders and specifications may be obtained by registering with the Michigan Inter-Governmental Trade Network (MITN) at www.MITN.info.
Proposals must be submitted on the forms furnished by the Director of Finance of the City of Livonia.  Instructions to Bidders and Specifications for items required may be obtained at the Office of the Director of Finance, 33000 Civic Center Drive, Livonia, MI.

Bidders may submit questions in writing to the attention of Gus Kandah, Purchasing Manager at gkandah@Livonia.gov.  No phone calls will be accepted.

The City of Livonia seeks proposals for the following:

Sewer Cleaning, including debris and grease removal, obstruction and root cutting, protrusion reaming in both main and lateral pipelines.
                                         
Internal video inspection via CCTV video recording in mp4 format.  The Contractor must be able to provide this service for the recording of mainline and lateral sewers including recommendations of specific corrective measures.  All inspections shall be completed using the most current version of NASSCO Pipeline Assessment and Certification Program (PACP) for identifying observations.

Deliverables will include a detailed report of the pipes surveyed per the specifications provided later in this document, as well as portable file storage device or other media acceptable to the City, which is clearly labeled and contains digital files named in accordance with the City’s filing convention.

Sectional lining of sewer with the use of a resin impregnated fabric liner (CIPP).

Relining sewer sections from manhole to manhole with a resin impregnated fabric inversion liner (CIPP).

Relining service laterals from the mainline toward the premises with a resin impregnated fabric inversion liner (CIPP) including the installation of a cleanout at the right of way.

Pipe joint testing and sealing utilizing chemical grout.

Rehabilitation of existing manhole structures for the purposes of inflow/infiltration control and/or structural purposes.  The material and process utilized for this rehabilitation shall have prior approval by the City.
