Oakland Township Parks and Recreation is seeking proposals from experienced and qualified contractors to provide woody vegetation management in various Oakland Township parks. Proposals will be received at the Oakland Township offices at 4393 Collins Rd, Rochester, MI 48306 until September 5, 2018, at 3:00 P.M., Local Time.

The submission of a proposal by a contractor shall be considered evidence that the contractor is satisfied with respect to the conditions to be encountered and the character, quantity and quality of the work to be performed.

Oakland Township Parks and Recreation officially distributes bid documents from the Oakland Township office, 4393 Collins Rd, Rochester, MI 48306 or through the Michigan Intergovernmental Trade Network (MITN, www.mitn.info). Copies of bid documents obtained from any other source are not considered official copies. Only those vendors who obtain bid documents from either the Oakland Township office or the MITN System are guaranteed access to receive addendum information, if such information is issued.

OAKLAND TOWNSHIP PARKS AND RECREATION RESERVES THE RIGHT TO REJECT ANY AND ALL PROPOSALS. Any deviation from the specifications must be noted on the proposal.

Proposals must be submitted in a sealed envelope marked: “RFP – 2018 WOODY VEGETATION MANAGEMENT.”

A recommended pre-bid meeting will be held Thursday, August 23, 2018 at 10:00 am to inspect selected sites. Meet at Draper Twin Lake Park, 1015 Inwood Road, Oakland, MI 48306 to view areas representative of the conditions at this park and other work locations. Bidders may access the other work sites on their own during normal park hours.

Background
The 2018 Woody Vegetation Management project involves potential work areas at the following sites, listed in order of priority: Paint Creek Heritage Area – Wet Prairie (3.9 acres), Blue Heron Environmental Area (7.8 acres), Stony Creek Ravine Nature Park (9.0 acres), Draper Twin Lake Park (14.9 acres), and Cranberry Lake Park (24.5 acres), Watershed Ridge Park (10.3 acres), and Marsh View Park (21.9 acres). Work will progress through sites listed above according to priority and not-to-exceed budget of $12,000. Sites not completed during 2018-2019 project term will roll over to future years. Project sites include natural areas with rolling terrain. Sites have patchy to thick infestations of non-native invasive woody plants, including autumn olive, common buckthorn, glossy buckthorn, oriental bittersweet. The goals for managing woody vegetation are to facilitate user access along trails and to begin the ecological restoration process.

The purpose of this solicitation is identify a contractor who will work in a professional manner to control woody vegetation on project sites. Work may begin after October 15, 2018 and must be completed by March 8, 2019. A hydro-ax or similar forestry mowing equipment with a mulching head should be used to shred woody vegetation. Equipment, operations, and timing should minimize soil disturbance. Project boundaries and desirable native trees that should not be removed will be marked by Oakland Township Parks and Recreation staff before work begins.
