The Great Start Readiness Program (GSRP) Implementation Manual was originally developed to support Intermediate School Districts (ISDs) following the 2012 transition that designated ISDs as the sole grantee for 32d – GSRP funding. Since then, the manual has been updated annually to reflect legislative and programmatic changes. In its current state, the document is repetitive and does not clearly distinguish mandatory requirements from recommendations. It also combines compliance guidelines for ISDs as grantees with those for licensed centers as subrecipients, making it challenging for licensed centers to clearly identify the specific requirements necessary for classroom implementation.
