The Oakland County (thereafter referred to as the “County”) is seeking proposals from Firms interested in serving as senior managing underwriter and/or purchaser for the issuance of bonds or notes to finance projects throughout the County. The County will evaluate a Firm’s qualifications provided receipt of properly submitted responses to this Request for Qualifications (“RFQ”) with the intent to identify a Firm or Firms with experience in structuring and marketing limited tax general obligation bonds or notes (each a “Financing”). The appointment of a senior managing underwriter, purchaser, and/or co-managing underwriters or co-purchaser, if any, for a Financing will occur after an evaluation of the submitted proposals by qualified Firms. A recommendation and selection will be based primarily upon the Firm's relevant experience and assigned personnel, creativity in recommending efficient structuring concepts, a comprehensive plan of finance, the ability to model cash flows, input related to the credit rating process, ability to execute the transaction, and proposed fee structure. A Firm's response to the questions in Attachment C will enable the County to evaluate a Firm's prior experience, along with the experience and qualifications of the individuals who will be primarily responsible for providing the services in their specific roles. The County reserves the right to seek additional information from all Firms, issue an additional request for qualifications or proposals and to select finalists.
