Summary of Specifications:
Sealed proposals will be received by the DRAINAGE BOARD FOR THE ACACIA PARK CSO BASIN DRAIN, BIRMINGHAM CSO BASIN DRAIN, BLOOMFIELD VILLAGE CSO BASIN DRAIN, Oakland County, Michigan, at the Office of the Oakland County Water Resources Commissioner, Building 95 West, One Public Works Drive, Waterford, Michigan 48328-1907 for the construction of RTB Disinfection System Improvements, including the following items: The work consists of disinfection system improvements for the Acacia Park, Birmingham and Bloomfield Village CSO Retention Treatment Basins. New sodium hypochlorite metering pumps, influent suspended solids/turbidity monitoring systems, PLC replacement, and associated mechanical/electrical/instrumentation work are included in the project. Proposals will be received up to 1:00 p.m., local time, on the date set forth herein at which time all bids will be publicly opened and read. PROPOSAL TO BE RECEIVED: Tuesday, May 19, 2009 Bidders shall review and comply with the Information For Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Information For Bidders. Bids submitted after the exact time specified for receipt will not be considered. Starting on April 27, 2009, the Drawings and Specifications under which the work will be done will be on file and may be examined but not purchased at the Office of the Oakland County Water Resources Commissioner at Building 95 West, One Public Works Drive, Waterford, Michigan, the Construction Association of Michigan and Dodge Reports. Plans and specifications will be available at Hubbell, Roth & Clark, Inc., 555 Hulet Drive, Bloomfield Hills, MI 48302-0360 on April 27, 2009. A fee (non-refundable) of Forty Five ($45.00) Dollars, in the form of a CHECK made payable to Hubbell, Roth & Clark, Inc., will be required for the documents. Plans and specifications can be shipped by UPS Ground for a shipping and handling charge (non-refundable) of Fifteen ($15.00) Dollars, CHECK ONLY, to Hubbell, Roth & Clark, Inc. All bidders must be on file at Hubbell, Roth and Clark, Inc. as plan holders for bids to be accepted. A pre-bid meeting is scheduled for May 6, 2009 at 9:00 a.m., local time, at the Bloomfield Village Retention Treatment Basin, located at 1200 South Cranbrook Rd., Birmingham, MI 48009. All prospective Bidders are requested to attend this meeting. Failure to attend the meeting shall not relieve the Bidder from compliance with all applicable federal and state laws and regulations, including without limitation the Equal Employment and Disadvantaged Business Regulations. Portions of this project will be funded by a United States Environmental Protection Agency Grant XP-995743-01-09 and are subject to the applicable statutory provisions and assistance regulations. Use of Disadvantaged Business Enterprises: In accordance with EPA’s Disadvantaged Business Enterprise Program in procurement under the assistance programs, respondents to this RFP are encouraged to include minority and women’s businesses as part of the project, if possible. The goals are 3% Minority Business Enterprise (MBE) and 5% Women’s Business Enterprise (WBE). The respondents must follow the six Good Faith Efforts stated in 40 CFR 33 Subpart C. The bidder shall comply with all applicable federal and state laws and regulations, including without limitation the Equal Employment and Disadvantaged Business Regulations. A certified or cashier's check or bid bond for a sum not less than five percent (5%) of the amount of the proposal will be required for each proposal. The right is reserved by the Owner to accept any proposal, to reject any proposal and to waive irregularities in the proposals. No bidder may withdraw its bid within 90 days after the actual date of opening thereof. John P.
