The Oakland County Procurement Division, on behalf of the Health and Human Services – Neighborhood & Housing Development Division of Oakland County, is requesting proposals to provide a consolidation plan . The purpose of this competitive Request for Proposal is to promote and ensure the fairest, most efficient means to obtain the best value to Oakland County shall be assessed in accordance with the established evaluation criteria outlined in this RFP.
Oakland County, Michigan is in southeast Michigan, immediately north of the City of Detroit. The County covers 910 square miles and encompasses 62 cities, villages and townships (CVTs). Oakland County receives federal housing and community development funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs since each program inception to assist low-income residents. These programs are administered by the U.S Department of Housing and Urban Development (HUD) and address HUD’s Office of Fair Housing and Equal Opportunity (FHEO) requirements.
The purpose of this Request for Proposals (RFP) is to solicit proposals, in accordance with Oakland County’s Procurement Policy, from qualified firms which by reason of their skill, knowledge, and experience are able to furnish Oakland County with professional services as a Consolidated Plan Consultant with respect to the submittal of Oakland County’s Consolidated Plan (Con Plan) covering Program Year’s (PY) 2026 – 2030, the first year Annual Action Plan (AAP) PY2026, and revising the Citizens Participation Plan (CPP). All In accordance with HUD requirements, pursuant to 24CFR Part 91, per the IDIS Consolidated Plan Template, for the Community Development Block Grant ( CDBG), Emergency Solutions Grant (ESG), the Housing Trust Fund (HTF), the HOME Investment Partnership Program (HOME).
