Facilitate new construction and acquisition/rehabilitation of affordable rental housing for low- to moderate-income households utilizing HOME Investment Partnership Program (HOME) funds. The goal of the HOME Program is to provide funds to expand the supply of affordable housing for low- and moderate-income persons as defined under 24 CFR Part 92. This RFP does not include the text of all applicable regulations that may be important to affordable housing projects and activities. For proper completion of the application, Macomb County encourages potential applicants to consult the federal HOME program regulations, and other federal cross-cutting rules. Some key HOME cross-cutting requirements may include: Davis Bacon, Section 3, Non-discrimination & Fair Housing, Environmental Review, Site & Neighborhood Standards, Accessibility, and Relocation & Real Property (URA). However, several of the terms used in the HOME program have specific meanings defined by federal HOME regulations. When reviewing this RFP, carefully review the regulations for definitions, terms, cross-cutting requirements and HOME Program requirements that will apply specifically to your proposal.
