This request for proposal is issued by the Detroit Building Authority for auditing services for the fiscal year ending June 30, 2025..
The Detroit Building Authority (DBA) was created on October 30, 1973, in accordance with Act No. 31, of the Public Acts of the State of Michigan. While DBA is a corporate entity, it is a component unit of the City of Detroit (City).
The Authority’s function as provided under law is to acquire, furnish, equip, own, improve, operate, and maintain City facilities including parking lots and structures, among other things. In addition, DBA provides commercial real estate services to the City.
DBA’s year end is June 30th, and its financial statements are blended with the City’s financial statements.
DBA has a staff of nine, whose salaries are paid by the City. There are two contractual staff who provide financial support to DBA.
Alan Young and Associates are DBA’s current auditors.
DBA is seeking requests for qualifications/proposals (RFQP), as well as pricing in the enclosed Proposal Form, for the following auditing services:
Audit the financial statements of the DBA’s governmental activities, each major fund, and the aggregate remaining fund information, and the disclosures, which comprise the basic financial statement of DBA for the year ended June 30, 2025. Also accounting standards generally accepted in the United States of America (GAAP) provide for certain required supplementary information (RSI) such as management’s discussion and analysis (MD&A).
Also report on supplementary information other than RSI that accompanies DBA’s financial statements.
Participate in discussions with the City of Detroit, regarding the status of the Annual Audit and any reporting issues that may arise.
