Summary of Specifications:
The Charter County of Wayne (County) hereby invites businesses who meet the qualifications and specifications set forth herein to submit proposals for the purpose of providing lead hazard abatement and Healthy Homes repair services to the Healthy Homes for a LeadSafe Wayne County Program. The primary responsibility of this program is the reduction of residential sources of lead poisoning through lead-based paint hazard identification and remediation in Wayne County. The primary strategy of the Health Homes for a LeadSafe Wayne County Program will focus on elimination of lead hazards in approximately 140 homes. Additional responsibilities include identification and remediation of non-lead related health and safety hazards in a subset of the homes that have been accepted into the program. Healthy Homes remediation projects will be performed at a maximum of 30 homes. The Healthy Homes for a LeadSafe Wayne County Program is a HUD funded effort that consists of a Lead Hazard Control Grant with a Healthy Homes Component. A majority of the funding comes from a Lead Hazard Control Grant ($2,480,000) the balance comes from a Healthy Homes Component ($180,000). It is Wayne County’s intention to apply the funds to common goals (i.e., when we inspect a housing unit for lead, it will also be inspected for health and safety issues). It is expected that the Lead Hazard Control Grant will inspect and assess a total of 228 homes, of which 120 have been completed and approximately 110 remain to be conducted. Also, conduct lead hazard control activities on 190 of the inspected/assessed homes, of which 51 have been completed and approximately 140 remain to be conducted. Healthy Homes inspections, assessments and corrective actions are expected to be conducted on a 30 home subset of those homes receiving lead hazard control activities. The original grant period concludes at the end of June 2016. An additional 90 to 180 day drawdown period will follow the conclusion date to complete all work already under contract. Annual renewal is dependent upon performance and availability of funds. All work executed in this agreement must comply with local, state, and federal regulatory requirements including HUD rules, regulations and guidelines. PLEASE REVIEW THE FORMAL SPECIFICATIONS FOR ADDITIONAL INFORMATION AND SUBMITTAL REQUIREMENTS. FAILURE TO ADHERE MAY RESULT IN YOUR BID BEING DEEMED NON-RESPONSIVE.
