It is the intention of this program to assess the valves and hydrants within the City of Howell's water distribution system to determine their condition and to collect and record valve and hydrant attribute information to build an asset inventory and develop a valve and hydrant asset management program to guide future planning, maintenance, and improvement.
The qualified Contractor will be required to conduct a condition assessment and collect attribute data for all City distribution system valves and hydrants located within Quadrant 3. The work is expected to include locating of assets, identification of assets, clearing access to assets, cleaning of gate wells and valve boxes, review and evaluation of assets, collection of condition assessment and valve and hydrant attribute data, measurement of the depth of the pipe from ground elevation, or depth to the top of the operating nut for valves located in boxes that cannot be exposed for direct measurement to the top of the pipe, marking of asset enclosures, documentation of all condition assessment work completed and valve and hydrant attribute data collected,
submission of all documentation in a database format that conforms to the Owner’s current schemas and data standards, and submittal of a final project report. The data gathered for each valve and hydrant shall be recorded and maintained in a web-based database program compatible with the Owner’s existing asset management program.
