Description

The City of Grand Rapids is issuing this Request for Proposal (RFP) for obtaining proposals from professional consulting firms/teams to provide professional and technical expertise for the update of the City’s Zoning Ordinance (ZO) based on the newly adopted Bridge to Our Future Community Master Plan, as per the attached RFP documents. There is no pre-bid event for this RFP.

Professional consulting firms/teams are invited to submit a written proposal for the Zoning Ordinance (ZO) Update for the City of Grand Rapids, Michigan. The City reserves the right to select the most qualified consultants to form a consultant team to complete this update.

Overview
In December 2024, the City adopted a new Community Master Plan (CMP), titled Bridge to Our Future. The CMP replaced the 2002 Maser Plan. Although the ZO has been amended in recent years, it is time to do an update to align it with the new CMP.

The total budget for consultant services is approximately $335,000.

Companies submitting a response to this RFP are required to complete the requirements of this RFP, and provide both hard copy response (as found on pages14-15) AND an electronic response through the Bidnet Direct procurement system, by the deadline specified.

The hard copy response shall in a single container, and shall contain 10 hard copies of the proposal, and 10 copies of the fee proposal in a separately, sealed envelope.

An electronic response shall also be provided in Bidnet, with the proposal response and fee response provided as separate attachments.
