Description

Sealed Bids for the demolition of Two (2) Residential Properties and one (1) Velodrome located in Rochester Hills, Michigan will be received by the City of Rochester Hills at the Purchasing Division, 1000 Rochester Hills Drive, Rochester Hills, MI 48309 via electronic bid submission ONLY until EXACTLY 3:00 P.M. Local Time, on Tuesday, June 24, 2025, at which time bids will be publicly opened and read via Zoom Teleconference.

The properties and an arena included in this solicitation are:

3514 S. Livernois Road, Rochester Hills, MI
694 S. Rochester Road, Rochester Hills, MI
Velodrome, located in Bloomer Park, 315 John R Road, Rochester Hills, MI

A Voluntary Pre-Bid Meeting will be held on Wednesday, June 4, 2025 @ 10:00 a.m. beginning at the 3514 S. Livernois Road, Rochester Hills, Michigan and then proceeding to 694 S. Rochester Road, and then end at the Velodrome in Bloomer Park. This voluntary pre-bid meeting is scheduled in order for potential bidders to become familiar with the premises specified, provide a forum for questions & answers and discuss the work to be performed in accordance with the specifications. Contractors not in attendance at the pre-bid meeting will still be eligible to bid on this project. All questions are to be in writing directed to Keri Bright, NIGP-CPP, CPPB, Senior Procurement Analyst, by email at brightk@rochesterhills.org, prior to 11:30 am on Friday, June 6, 2025, in order that a written response in the form of an addendum can be processed before the bids are opened, if such information would be of significance to uninformed bidders. Inquiries received after the date and time above will not be considered.

Note: Due to the abatement identified inside the two residential properties, the site visit at each residential property will be perimeter only.

The City of Rochester Hills officially distributes bid documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of bid documents obtained from any other source are not considered official copies. Only those vendors who obtain bid documents from either the Purchasing Division or the MITN System are guaranteed access to receive addendum information, if such information is issued. The first step to do business with the City is to become a registered vendor by visiting the City website at www.rochesterhills.org, click on City Government, Departments, Purchasing, Bid Opportunities and link to MITN website. Final bid results will be posted on the MITN website after award.

THE CITY OF ROCHESTER HILLS RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS.

Any deviation from the specifications must be noted on the bid.

Big Bond is required for bids over $50,000. Each bid shall be accompanied by a certified check or a bid bond in an amount not less than 5% of the bid amount. The bond shall be with a Surety licensed and admitted to do business in the State of Michigan and in a form acceptable to the City of Rochester Hills.

All bids must be submitted electronically via the MITN website, including the bid bond. Hardcopy, Faxed, Emailed or Late bids will not be accepted. The City of Rochester Hills is capable of accepting documents in docx, xlsx, pdf, jpg, tif or rtf formats. It is requested that you upload one complete document, versus that of several individual sheets. Please name your files accordingly if more than one file is uploaded to the site.

The low responsive responsible bidder will be awarded. The awarded bidder (only after receipt of a Notice of Award) will be required to furnish and or complete the award documents in Appendix A, including Insurance Certificates, Payment and Performance Bonds underwritten by a Surety licensed and admitted to do business in the State of Michigan and acceptable to the City, Subcontractor List, and execute the contract and notice to proceed documents.

It is the intention of the City of Rochester Hills to award this Contract to a Contractor fully capable both financially and with previous experiences in this type of work. Selection of bidder will include qualifications and performance records as outlined in the bid document. The right to accept any bid, to reject any or all bids and to waive defects in bids is reserved by the City of Rochester Hills. Portions of this Contract may be deleted due to unforeseen circumstances without compensation.

The City reserves the right to change or amend the bid documents, prior to the bid opening date by the issuance of addendum posted on the MITN website. It shall be the contractor’s responsibility to make inquiry as to the changes or addenda issued. All such changes or addenda shall become a part of the contract and all contractors shall be bound by such changes or addenda.

Under 2012 PA 517, an Iran Linked Business, as defined therein, is not eligible to contract with the City and shall not submit a bid.

The City’s acceptance of a bid and approval of the award of a contract shall not constitute a formed contract, and the acceptance of a bid and award of a contract shall be contingent and conditioned upon the parties’ entry into and execution of a written agreement acceptable to the City.

We are requesting that you not attend in person to limit capacity within City Hall during this time and it is possible that City buildings may not be open to the public at the time of the opening.
