Summary of Specifications:
The City of Rochester Hills is soliciting proposals from qualified/licensed companies to establish a contract for Fire & Security Alarm Monitoring Services at various buildings owned by the City for a period of one (1) year; the City reserves the right to exercise options to renew. The City currently acts as a proprietary monitoring center from their 24-hour Communication Center using redundant Silent Knight 9000 receivers monitoring Burglary, Fire, Trouble, Open and Close Logs. However, the City has acted to shut-down its 24-hour Center requiring this need. The purpose of this document is to ultimately enter into a contract with one or more qualified firms in order to provide the necessary services and meet City demands. ***** Sealed proposals will be received by the City of Rochester Hills, at the Purchasing Division, 1000 Rochester Hills Drive, Rochester Hills, Michigan 48309 or submitted online through the MITN website until 3:00 p.m. local time, on June 15, 2010, at which time and place proposers names will be publicly read aloud. Faxed submittals and late submittals will not be accepted. ***** A Voluntary Walk-Through will be held on June 3, 2010, at 9:30 p.m., beginning at the City of Rochester Hills Purchasing Division, 1000 Rochester Hills Drive, Rochester Hills, Michigan 48309 to become familiar with the premises specified, provide a forum for questions/answers and the work to be performed according to the contract and specifications. This will be the only opportunity for contractors to observe the systems in place. Attendance at the Walk-Through is NOT mandatory in order to submit a proposal. ***** Questions are to be directed to Marilyn Paulsen-Tomaszewski, CPPB, Purchasing Analyst. All questions must be in writing and made prior to June 3, 2010 @ 5:00 p.m. at which time a response will be prepared and forwarded to all vendors as an amendment, or an addendum to the quotation, if such information would be of significance to uninformed vendors. Questions received after the date and time above will not be considered. Vendors are specifically directed to not contact other City staff; unauthorized contact of any City Department employee may result in rejection of submittal. It shall be the proposer’s responsibility to make inquiry as to changes or addenda issued. All such changes or addenda shall become a part of the contract and all proposers shall be bound by such changes or addenda. Addendums will be posted on the MITN system. ***** OPTIONAL PRICING: Vendors may give pricing as an option to provide security/CCTV/access control system maintenance, installation and tech-support at City buildings. The City currently has several proprietary alarm systems, Five (5) Corby and One (1) Northern Access Control System located at various City Buildings and is planning on installing CCTV equipment at specific sites.
