Summary of Specifications:
The City of Rochester Hills on behalf of the North Oakland County Water Authority is seeking proposals from experienced and qualified firms to provide Attorney Services for the North Oakland County Water Authority. Sealed proposals will be received by the City of Rochester Hills at the Purchasing Division, 1000 Rochester Hills Drive, Rochester Hills, MI 48309 or through the MITN website until 3:00 P.M. Local Time, Wednesday, February 4, 2015, at which time the name of submitting proposers will be read.
The City of Rochester Hills officially distributes bid documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of bid documents obtained from any other source are not considered official copies. Only those vendors who obtain bid documents from either the Purchasing Division or the MITN System are guaranteed access to receive addendum information, if such information is issued. The first step to do business with the City is to become a registered vendor by visiting the City website at www.rochesterhills.org, select City Services, Purchasing and Vendor Registration to link to the MITN website. Final proposal results will be posted on the MITN website after award.
THE CITY OF ROCHESTER HILLS RESERVES THE RIGHT TO REJECT ANY AND ALL PROPOSALS.

All proposals (6 copies) must be submitted in a Sealed Envelope marked “RFP – NORTH OAKLAND COUNTY WATER AUTHORITY ATTORNEY SERVICES or submitted through the MITN website. The City of Rochester Hills is capable of accepting documents in doc, pdf, jpg, tif or rtf formats.
Background The Detroit Water and Sewerage Department’s (DWSD) water system serves the communities of Auburn Hills, Orion Township, Pontiac, and Rochester Hills. Collectively, the communities consume 22.2 Million Gallons of water per Day (MGD) while servicing a population of 184,341 within their respective boundaries. Within the current DWSD model contract, provisions exist that would allow the creation of a collaborative Water Authority that could improve services as well as control and minimize future wholesale water rate increases from the DWSD.
In September 2014, the North Oakland County Water Authority (NOCWA) was established between the following member agencies: City of Auburn Hills, Orion Township, City of Rochester Hills and the Oakland County Water Resources Commission (representing the City of Pontiac).
Scope of Services The NOCWA is seeking proposals from firms or individuals licensed to provide legal services in the State of Michigan to serve in an as-needed capacity. The firm will work closely with the NOCWA Board, providing services in areas including, but not limited to:
• Public Works/Services • Contract negotiations • Open Meeting Act compliance • Municipal Matters • Public Projects
