The City of Port Huron desires to enter into a written agreement with a qualified non-profit who would act as a subrecipient to City of Port Huron in the operation of a Tenant Based Rental Assistance (TBRA) program.
A. Project Scope
The U.S. Department of Housing and Urban Development (HUD) has awarded City of Port Huron $937,946 through the HOME Investment Partnerships American Rescue Plan Program (HOME-ARP). This funding is awarded for the purpose of addressing issues surrounding homelessness in the City of Port Huron, Michigan, and can only be used to serve individuals that meet one of the following definitions, defined as “Qualifying Populations” in the HUD funding notice:
❖ Homeless: as defined in 24 CFR 91.5 Homeless (1), (2), or (3).
❖ At risk of Homelessness: as defined in 24 CFR 91.5 At risk of homelessness.
❖ Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking: as defined by HUD.
❖ Other Populations: where providing supportive services or assistance under section 212(a) of NAHA (42 U.S.C. 12742(a)) would prevent the family’s homelessness or would serve those with the greatest risk of housing instability.
The City of Port Huron has adopted a HOME-ARP TBRA Policies and Procedures, attached hereto as Exhibit A, which outlines the programmatic requirements of HOME-ARP TBRA funds.
The purpose of this Request for Proposal (“RFP”) is to solicit proposals from experienced and established agencies interested in operating the City of Port Huron's HOME-ARP TBRA program. Only proposers with demonstrable knowledge and experience in operating rental assistance programs need apply to this solicitation.
This is a single-step selection process that will be conducted by City of Port Huron (the “City”) as outlined in this RFP. After evaluation of responsive submittals, the City intends to make its final selection for award of a Subrecipient Agreement.
It is not the intention of the City to receive proposals for program design. Rather, respondents shall limit their submittals to the information required herein, which includes draft policies and procedures, as well as other relative information regarding qualifications and experience.
It is estimated that a Subrecipient Agreement will be awarded in time for implementation to begin in late spring 2025. The Agreement will be for a period of one year. An extension may be given for up to an additional year.
