AFFORDABLE HOUSING PROGRAM CONTRACTOR PROCEDURES:
1. Contractors and subcontractors sign the bid forms.
2. Each bid shall be addressed to the Port Huron Neighborhood Housing Corporation and shall be
delivered to the Clerk’s Office at the Municipal Office Center, 100 McMorran Blvd, Port Huron,
MI 48060, on or before March 15 by 3 p.m. All bids received after 3 p.m. on March 15, 2024 will not
be accepted. The bid shall be enclosed in a sealed envelope bearing PHNHC Rehab Project. It is the sole
responsibility of the Bidder to see that the bid is received in proper time.
3. Contractor must submit the following documents with their proposal:
• Builder’s License
• Workman’s Compensation Insurance
• Comprehensive Liability Insurance Coverage
• Current EPA Firm Certification for Lead-Based Paint Renovation, Repair and
Painting
• EPA Lead Renovator Certification
• Lead Abatement Supervisor Certification – State of Michigan
• Lead Abatement Firm Certification – State of Michigan
4. Contractor and subcontractors must secure all proper permits from the Inspection Department prior to
work beginning.
5. Contractor will receive Notice to Proceed prior to work beginning.
6. Progress inspection and final inspection will be performed by the City of Port Huron. Contractors
must call inspection department for footing, rough inspections and final inspections.
7. All work must be completed in a timely manner. Work must be completed within 180 days of Notice
to Proceed.
Contractor’s bids to include all specific measurements, permits, debris removal, work material, and labor
charges necessary. Provide and install new materials as listed below. Contractor will warrant their work
for one year after the home is sold to a first-time home buyer. Any product warranties should be
passed on to the PHNHC.
Site must be clean and secured on a daily basis.
