Through this solicitation, the City of Pontiac invites qualified developers to submit proposals to purchase and redevelop the
Kennett Road Landfill site. Proposals should demonstrate the developer’s qualifications, financial capacity, and experience with
similarly scaled projects, while also outlining a clear vision for the property’s future use.
Proposals will be evaluated on responsiveness, experience, understanding of the City’s objectives, methodology, community
benefits, and purchase price. A shortlist may be invited for interviews, and the selected developer must provide an earnest
money deposit equal to 20% of the purchase price.
The City of Pontiac, through its Community Development Department and Finance Department’s Purchasing Division,
is issuing this Request for Proposals (RFP) for the sale and development of the City-owned Kennett Road Landfill
property. The subject property consists of approximately 73.405 acres located east of Telegraph Road and north of W.
Kennett Road, with Hawthorne Park to the north and multifamily residential and a rail line to the south. The site is
currently zoned R-1 (single-family dwelling).
