2020 HIGH LIFT PUMP REPLACEMENT
GROSSE POINTE FARMS, MI
Sealed proposals for the construction of the 2020 HIGH LIFT PUMP REPLACEMENT will be received by the City Clerk for the City of Grosse Pointe Farms until 3:00 p.m., Local Time on Thursday, March 25, 2021 at which time and place all bids will be privately opened and read.
Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
The Project includes the following scope of work at the City’s Water Filtration Plant (WTP):
- Base Bid: Remove existing pump (P-3) and associated piping, concrete base, electrical connections, and vacuum tubing. Provide new concrete pad, install new pump and piping. Provide stepdown transformer and replace motor starter with 480 V VFD for P-3. Provide and install a new separate pressure transmitter for P-3.
- Bid Alternate A: Replace programmable logic controller in Pump Room.
- Bid Alternate B: Provide and install all new INSIDE natural gas piping and fittings and electrical necessary for the new generator. Provide and install a new Lug Box (Plug-In Receptacle) for an emergency generator on the OUTSIDE the building to include all support piping and electrical components. New generator will be bid separately as a future project.
Timeliness is essential to the success of this project. The contractor shall follow the provided construction schedule for the Work.
Plans and Specifications will only be available online at the Michigan Inter-governmental Trade Network (MITN) Purchasing Group site, http://www.mitn.info beginning Tuesday, March 2, 2021. Hard copies of Plans and Specifications will not be available for purchase. The Bidder is advised that in order to submit a bid on this project, the Bidder must download and complete the Proposal Form (Section 00300) and include the required bid deposit with their bid submission.
Proposals submitted by Bidders who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the City of Grosse Pointe Farms in the amount of Five Percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary Contract with the City of Grosse Pointe Farms. No bid may be withdrawn after scheduled closing time for receiving bids for at least sixty (60) days.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
The City reserves the right to reject all bids and to waive irregularities in bidding.
In response to the COVID-19 situation, the City of Grosse Pointe Farms City Hall, located at 90 Kerby Road, currently has limited operations; however, the City has a ‘Drop Box’ located outside City Hall. Bidders may either dropped off a sealed bid in the Drop Box or have their bid mailed to City Hall. The envelope for all bids must be clearly marked with the Project Name. Regardless of whether bids are delivered in person or through a delivery service, all bids must be received by the City Clerk’s Office no later than 3:00 pm on Thursday, March 25, 2021 in order to be considered. Bidders are encouraged to submit bids early to ensure they are received on time. Please contact the clerk’s office at 313-885-6600 for any questions regarding delivery information for bids. There will not be a public bid opening nor will the bid opening take place in a virtual setting. Instead, the City will privately open the bids and report the as-read results to the bidders shortly after the meeting.
