The City of East Lansing is soliciting proposals for the purchase of a modular vehicular barricade system for use during downtown events and temporary street closures. This RFB is informed by the Downtown Events Street Closure & Barricade System Planning Report prepared by Thornton Tomasetti. The full report is included as Exhibit A. Relevant excerpts and reference materials identifying the specific type of modular vehicular barricade systems sought are included as Exhibit B and shall be used by vendors to understand the intended application, performance expectations, and deployment concepts for this project.
The Thornton Tomasetti report identifies modular, vehicular modular barricades as the preferred solution for many downtown event locations due to their portability, flexibility, and safety performance. The City intends to procure a complete, turnkey system that can be deployed by City staff across multiple locations and event types.
The City is seeking a cohesive system that includes:
• Portable, vehicular modular barricades
• Interconnection components to link multiple barricades into a continuous barrier line
• A compatible gate or access feature that allows controlled pedestrian and emergency vehicle access without full barrier removal
• A dedicated transport and storage trailer capable of hauling and organizing the barricade units
• Any accessories required for safe, efficient deployment and operation
The modular barricade system will be used for events such as:
Albert EL Fresco, Art Festival, Jazz Festival, Great Pumpkin Walk, Street Closure Request Program for Businesses, and Neighborhood Block Parties.
Products proposed under this RFB must:
• Not require below-grade foundations
• Be capable of rapid deployment, removal, and redeployment by City staff
• Be suitable for frequent transport and repeated use
• Provide protection from accidental or intentional vehicle intrusions
• Allow for controlled emergency and pedestrian access through a gate or pass-through feature
• Meet applicable crash-rated or anti-ram performance standards
• Be appropriate for use in a dense, downtown urban environment
The City is seeking pricing for a turnkey modular barricade system that can be stored, transported, and deployed as a unified set. Exhibits A and B are provided to define the City’s intent and desired system characteristics. Vendors may propose equivalent modular vehicular barrier systems that meet or exceed the intent, functionality, and performance criteria outlined in the Thornton Tomasetti report and illustrated in the exhibits.
