The City of East Lansing is soliciting proposals from qualified vendors for the purchase and future installation of two (2) new or refurbished stationary compactor units and two (2) compactor containers for the City’s public recycling drop-off facility. This project is supported by a grant from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) Recycling Infrastructure Program.
The drop-off site is located at the Department of Public Works and Environmental Services, 1800 E. State Road, East Lansing, MI 48906. It is open to the public 24/7 and operates without dedicated on-site staff. Therefore, compactors with automated compaction capability are required to ensure safe, uninterrupted use. For reference, Montcalm County’s public recycling center provides a comparable example. The City of East Lansing will service the site and containers using internal Sanitation staff and fleet—not a third-party hauler.
This procurement represents the first phase of the implementation effort, which includes:
- Procurement, selection, and delivery of compactors units and compatible compactor containers (this RFP)
- Installation of electrical service and final connection (by others)
While installation will occur after electrical service is in place, the selected vendor is expected to collaborate with the City during project planning to provide equipment specifications, site layout guidance, and electrical requirements. This information will guide the subsequent electrical service procurement.
Compactor containers must be compatible with the City’s existing SwapLoader SL-400 hook-lift truck system. The maximum allowable container length for this vehicle is 18 feet (18'0"), with a hook height of 54 inches. This constraint may affect which compactor models and containers are most suitable for the site.
The contractor shall collaborate with City staff to design and fabricate a public‐use feed slot through which residents deposit recyclables into the compactor, ensuring both convenience and safety.
