Description

Oakland Township Parks and Recreation is seeking sealed bids from experienced and qualified contractors to provide woody vegetation management in various Oakland Township parks. Sealed bids will be received at the Oakland Township offices at 4393 Collins Rd, Rochester, MI 48306 until September 29, 2020, at 3:00 P.M., Local Time.

The submission of a sealed bid by a contractor shall be considered evidence that the contractor is satisfied with respect to the conditions to be encountered and the character, quantity and quality of the work to be performed.

Oakland Township Parks and Recreation officially distributes bid documents from the Oakland Township office, 4393 Collins Rd, Rochester, MI 48306, the Oakland Township website (www.oaklandtownship.org) or through BidNet (www.bidnetdirect.com/mitn). Copies of bid documents obtained from any other source are not considered official copies. Only those vendors who obtain bid documents from either the Oakland Township office or the MITN System are guaranteed access to receive addendum information, if such information is issued.

OAKLAND TOWNSHIP PARKS AND RECREATION RESERVES THE RIGHT TO REJECT ANY AND ALL PROPOSALS. Any deviation from the specifications must be noted on the proposal.

A recommended pre-bid meeting will be held Tuesday, September 15, 2020 at 11:00 am to inspect selected sites. Meet at Cranberry Lake Park, 388 West Predmore Road, Oakland, MI 48363 to view areas representative of the conditions at this park and other work locations. Bidders may access the other work sites on their own during normal park hours.

Background
The following parks are scheduled for woody vegetation management work: Bear Creek Nature Park, Cranberry Lake Park, and Marsh View Park, Stony Creek Ravine Nature Park, Watershed Ridge Park, and other areas as assigned. Work will progress through sites listed above according to priority and not-to-exceed work season budget of $15,000 each for 2020-2021, 2021-2022, and 2022-2023 work seasons. The total project budget for all three work seasons is $45,000, contingent on budget approval each year. Sites not completed during each year will roll over to future years.
Project sites include natural areas with rolling terrain. Sites have patchy to thick infestations of non-native invasive woody plants, including autumn olive, common buckthorn, glossy buckthorn, oriental bittersweet. The goals for managing woody vegetation are to facilitate user access along trails, to begin the ecological restoration process, and to maintain grassland habitat.
The purpose of this solicitation is to identify a contractor who will work in a professional manner to control woody vegetation on project sites. Work may begin after November 1 each season and must be completed by the following March 1. A hydro-ax or similar forestry mowing equipment with a mulching head should be used to shred woody vegetation. Equipment, operations, and timing should minimize soil disturbance, preferably when soil is dry or frozen. Project boundaries and any desirable native trees that should not be removed will be marked by Oakland Township Parks and Recreation staff before work begins.
