In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, an approved prequalification for the following categories must be on file with the Township prior to the bid opening.
Water main Replacement & Construction in an existing residential or commercially developed area.
Sanitary Sewer Construction in an existing residential or commercially developed area.
Contractor prequalifications for the 2025 calendar year will only be accepted for this bid. The qualifications for the general contractor and all subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township and other owners. For this particular project, prequalification packages must be received by the Water & Sewer Division no later than 5 business days prior to the bid opening. Contact Anderson, Eckstein & Westrick to obtain submittal requirements for all prequalification categories.
DESCRIPTION OF WORK
The approximate primary quantities involved in this work are as follows:
- Remove and Replace 6”-12” Sanitary Sewer - 250 Ft
- Reconnect Existing Laterals - 6 Ea
- Remove and Replace 4” & 6” Sidewalk -1,015 Sft
- Remove and Replace 4” & 6” Driveway -120 Sy
- HMA Remove and Replace - 80 Ton
- Raise/Reconstruct Manhole Structures - 2 Ea
This primary work shall be included together with other incidental work including, but not limited to permit allowances, tree trimming, soil erosion control, project cleanup, traffic control and restoration. The project Bid Form will include all unit price bid items for this project.

BID SECURITY
Bids must be submitted on the forms furnished by the Township Clerk or the Township Engineers in a sealed envelope marked:
BID FOR
2025 SEWER REHABILITATION BY OPEN CUT REPAIRS
A certified check, bank draft, or satisfactory bid bond, executed by the bidder and a surety company, payable to Clinton Township, in an amount at least equal to five percent (5%) of the bid amount, shall be submitted with each bid.
BONDS AND INSURANCE
The accepted bidder shall be required to furnish a satisfactory Performance Bond, and Labor and Material Bond in the amount of 100% of the Contract Price, and Maintenance and Guarantee Bond of 100% for two years of the Final Contract Price. The cost of the bonds and insurance will be paid by the accepted bidder as an incidental cost to the project.
WITHDRAWAL OF BIDS
No Bid may be withdrawn for a period of sixty (60) calendar days after receipt of bids.
AWARD OF CONTRACT
Each bidder agrees to waive any claim it has or may have against the Owner and their respective Employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
The Charter Township of Clinton reserves the right to accept or reject any or all bids, to award the agreement to other than the low proposal, to negotiate the terms and conditions of all and any part of the bids, to waive irregularities and/or formalities, and in general to make award in the manner as determined to be in the Township’s best interest and its sole discretion.
