Sealed proposals for the construction of the 2023 Safety Paths will be received at the Charter Township of Bloomfield (aka. Bloomfield Township) Dave Payne Public Services Building, 1553 Exeter Road, Bloomfield Township, MI 48302 (part of the 4200 Telegraph complex – see location map in Appendix A) until 2:00 P.m. Local Time on Tuesday, September 19, 2023 at which time and place all bids will be publicly opened and read.
Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
Grading and installation of approximately 4,780 linear feet of 5’ wide safety path along the west side of Lahser Road, between Maple and Quarton Roads and the grading and installation of approximately 2,145 linear feet of 5’ wide safety path along the east side of Franklin Road, between Kendry Street and the Pontiac City limit, including tree/vegetation removals, the replacement of residential/commercial driveways, several street approaches and restoration.
Copies of Plans and Specifications and Proposal Forms may be secured on or after 10:00 a.m. Local Time on Monday, August 28, 2023 at the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48302‑0360.

Electronic and hard copies thereof for bidding purposes may also be obtained for a non-refundable fee of one hundred-twenty ($120.00) Dollars if picked up, or one hundred-forty ($140.00) Dollars if mailed, (Check or Credit Card Only) Payable to “Hubbell, Roth and Clark” for each set of Contract Plans and Specification Documents from the Office of Hubbell, Roth and Clark, 555 Hulet, Bloomfield Hills, Michigan 48302.
Bidders are advised that to submit a proposal on this project, original documents purchased from Hubbell, Roth, & Clark, Inc. must be used.
Proposals submitted by Contractors who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
