Specifications include, but are not limited to: Need for Services: The Jefferson County Juvenile Office has need in 2019 to contract for
Security services at two locations. These locations are:
Jefferson County Juvenile Office, 2nd floor, Jefferson County Justice Center,
400 First Street, Hillsboro, Mo. 63050 (#636-797-5350)
Jefferson County Juvenile Center, 9501 Gold Finch Lane, Hillsboro, Mo. 63050
Security services are necessary to protect personnel and property and to maintain order at both sites during
specific periods, to wit: probation checks conducted afterhours at the Juvenile Office site and visitation periods
conducted at the Juvenile Center site.
Duties/Tasks: Security personnel will be responsible for access control which includes screening juveniles and
accompanying family members entering the Juvenile Office afterhours to participate in probation checks and
screening all non-court personnel entering the Juvenile Center for the purpose of conducting visitation with
juveniles in secure detention.
Security personnel will maintain a presence during the delivery of programming conducted afterhours by
Juvenile Office personnel for juvenile offenders and their families. Security personnel shall be observant for
inappropriate actions, criminal activity, disorder/disruption, fire and emergency situations.
Requirements: Security personnel shall be certified in first aid and CPR, shall be trained in handcuffing,
restraints, report writing, use of metal detection equipment and shall be authorized to carry firearms and pepper
spray. Security personnel will be properly and professionally attired when performing security duties to ensure
their immediate identification by all parties as security service providers.
Frequency of Services: Security services will be required at the Juvenile Office site afterhours (in the late
afternoon and evening) approximately 10 hours per month (no weekends). Probation checks and programming
conducted after business hours. Security services will be required at the Juvenile Center site approximately 20
hours per week during visitation hours (includes evenings and weekends).
