Specifications include, but are not limited to: Repair to Columbia Energy Center, Unit 2. The City of Columbia Water & Light Department (CWL) owns and operates the Columbia Energy Center (CEC) in Columbia MO. The CEC is a 144 MW simple cycle combustion turbine (CT) plant consisting of four (4) GE frame 6B CTs each with a nominal capacity of 36 MW. The plant was constructed in 2001 by Ameren and was purchased by CWL in 2011. Three of the units (1, 2 and 3) were modified in 2017 to address Stator 17 and Exit Guide Vane distress. The S17s and EGVs were replaced with a shrouded design in accordance with GE TIL 1352-R3. The R17s were also replaced due to damage from liberated vanes. A borescope inspection in November 2018 revealed one bent and damaged stage R-17 compressor rotor blade in Unit 2. This was the first borescope inspection performed after the 2017 repairs.
