Specifications include, but are not limited to: Over time, the project’s scope has evolved into a more comprehensive assessment of the overall security at MetroLink stations and aboard MetroLink trains. Consistent with the MOU noted above, the Council has been asked to oversee a safety and security assessment of the St. Louis MetroLink system. The project will be done in two phases. Phase 1 will include – inventory and analyze crime statistics related to the system and surrounding communities, inventory and analyze station characteristics and their influence on safety and security, document and evaluate current safety and security policies and procedures, audits and reviews, document and evaluate current institutional relationships pertaining to safety and security, document and evaluate the current deployment of police and other security personnel, assess the effectiveness of the current fare collection system, conduct a comprehensive risk, threat, and vulnerability assessment, provide a review of best security and safety practices of other light rail systems, establish system security goals and evaluation measures, I. Phase 2 will include – a strategy to implement the Phase 1 recommendations (including budget, timeline, and responsible parties), and design of the recommended strategies as the budget allows. Both phases will include stakeholder outreach. Implementation of the recommendations will ensure a safe, secure and high-quality MetroLink system.
