Specifications include, but are not limited to: support a variety of targeted interventions and outreach activities that will have a measurable impact on reducing HIV. Interventions will link prevention programming to specific at-risk populations through epidemiological data analysis and result in a high degree of effectiveness and efficiency in the delivery of prevention services to prevent the spread of Human Immunodeficiency Virus (HIV); Applicants should use epidemiologic and social determinants data to identify communities disproportionately affected by HIV and related diseases and conditions within their community. In collaboration with partners and appropriate sectors of the community, applicants should consider social determinants of health in the development, implementation, and evaluation of evidence-based interventions (EBI’s) and best practices to significantly reduce HIV risk. Using culturally appropriate behavioral prevention strategies will delay onset of first intercourse, decrease the number of sexual partners, increase the number of sexual acts that are protected, provide counseling and testing for HIV, encourage adherence to biomedical strategies preventing HIV transmission, decrease sharing of needles and syringes, and decrease substance use among the communities most impacted
